events is therefore assessed in terms of the risk, taking into account both the<br />

consequence of the event and the probability of occurrence.<br />

The impact assessment methodology used to evaluate the significance of the<br />

biophysical and socio-economic impacts identified, is provided in Chapter 7.<br />

Management Plans<br />

The various measures to mitigate impacts identified through the EIA process<br />

are reported in the EIA report within the Project description and mitigation<br />

chapters. These are drawn together into a provisional environmental<br />

management plan (EMP) for the Project (see Chapter 10).<br />

The provisional EMP consists of the set of management, mitigation and<br />

monitoring measures to be taken during implementation of the project to<br />

eliminate adverse environmental and social impacts, offset them, or reduce<br />

them to acceptable levels.<br />

Reporting and Disclosure<br />

The outputs of the above tasks have been drawn together into the draft EIA<br />

report and will be submitted to the FMEnv for review. In line with World<br />

Bank requirements for stakeholder consultation, the draft EIA report will also<br />

be submitted to the World Bank’s InfoShop to allow for stakeholder<br />

consultation and comment. Following this, the draft EIA report will then be<br />

submitted to the FMEnv, where the report will be subjected to a review by a<br />

panel of experts constituted by FMEnv comprising experts from within<br />

FMEnv and external specialists. Following the review period, the findings<br />

will be presented to stakeholders and this may be in the form of a public<br />

hearing. <strong>Azura</strong> <strong>Power</strong> will then need to take appropriate action to address the<br />

FMEnv’s findings. This may include revision to the report text to correct or<br />

clarify content, or development of additional mitigation measures or<br />

management actions.<br />

As part of the formal regulatory process, FMEnv will publish a public notice<br />

to provide stakeholders with information on the Project and obtain comments<br />

on the draft EIA report. The FMEnv generally requires that the draft EIA<br />

report is made public for 21 working day period at venues decided by the<br />

FMEnv. Comments received on the draft EIA report from the FMEnv and<br />

stakeholders’ written comments will be addressed in the final EIA report by<br />

the EIA team and this will then be submitted to FMEnv for their decision on<br />

whether to issue certification for the EIA. This certification provides<br />

environmental authorisation for the Project.<br />

The approximate schedule for the Project EIA is provided in Table 1.3 below.<br />
