3.5.4 Construction Personnel and Logistics<br />

3.5.5 Security<br />

<strong>Azura</strong> <strong>Power</strong> expects that up to 500 workers will be required for the<br />

construction of the power plant. It is anticipated that up to 70 percent of the<br />

construction workers can be sourced locally, from within 30 km of the Site.<br />

The majority of the employees required during construction will be unskilled<br />

and semi-skilled labourers.<br />

As previously indicated, <strong>Azura</strong> <strong>Power</strong> proposes to enter into a turnkey<br />

contract with the EPC contractor, in which the EPC contractor will be the<br />

responsible party for the selection and management of all sub-contractors,<br />

particularly those at a local level. More specifically, <strong>Azura</strong> will seek to<br />

monitor and guide the sub-contracting practices of the EPC contractor.<br />

With regards to the supply of equipment and materials and entering into<br />

contracts with suppliers, <strong>Azura</strong> will reserve the right to review all suppliers of<br />

major equipment and materials specified in the Bidder’s proposal or<br />

subsequently identified during the design phase, and to reject any suppliers<br />

whose equipment quality, performance or repair service has been<br />

unsatisfactory on other projects.<br />

A temporary construction camp will be constructed within the boundaries of<br />

the Project Site. The exact nature of the accommodation will be determined in<br />

discussion with the EPC contractor but will likely include accommodation,<br />

ablution, cooling and sanitary facilities for construction workers, laydown<br />

areas and vehicle parking areas. The construction camp will be fenced and<br />

access will be controlled and restricted to employees.<br />

The site will be secured by a permanent fence at an early stage of construction.<br />

Security guards will be employed to patrol the site and control access 24 hours<br />

a day. All vehicles entering and leaving the site will be searched. All<br />

personnel will be required to display personal identification and all visitors<br />

will be required to sign in. It is estimated that approximately ten security staff<br />

will be used during operations. The EPC Contractor will be responsible for<br />

site security during construction.<br />

3.5.6 Other Infrastructure<br />

At this stage there are no anticipated construction, alterations or upgrades<br />

planned to the local infrastructure as part of the Project activities, apart from<br />

the aforementioned temporary construction camp.<br />
