around gauges, pumps, sumps and loading/unloading areas.<br />

• Ensure that the diesel storage tanks and components shall and will meet<br />

international standards for structural design and integrity and provide<br />

corrosion protection by cathodic protection inside steel tanks and piping if<br />

required. Undertake periodic inspection for corrosion and integrity of<br />

storage tanks, pipes and components and regular maintenance pipes,<br />

seals, connectors and valves and other components. Equip tanks with spill<br />

and overfill prevention devices (eg alarms, automatic shut-off devices and<br />

catch basins).<br />

• Construct stormwater channels and oilwater separators in diesel storage,<br />

handling and transfer areas.<br />

• Develop spill control and response plans to respond to spills and leaks.<br />

• Develop and implement a monthly monitoring programme for sampling<br />

and analysis of effluent released from the facility site in accordance with<br />

local, national and World Bank requirements.<br />

• Develop and implement monthly ongoing groundwater monitoring for<br />

early detection of hydrocarbon leaks.<br />

• The site will undertake monitoring of waste water discharge (prior to<br />

discharge) to ensure that water quality remains within Nigerian, WHO<br />

and World Bank limits. Any sludge that is produced will be disposed of as<br />

hazardous waste to an appointed licensed waste disposal facility in Port<br />

Harcourt.<br />

With the implementation of the mitigation measures during construction, the<br />

residual impact magnitude will be reduced to low-moderate but due to the<br />

existence of sensitive receptors (ie communities using the local water<br />

resources for water abstraction purposes) the residual impact on water<br />

resources is still considered to be of minor significance.<br />

The negative impact of groundwater use on groundwater resources will<br />

remain minor.<br />

8.4.3 Decommissioning<br />

The following mitigation measures are recommended for the<br />

decommissioning phase for the prevention of contamination of water<br />

resources:<br />

• Ensure proper placement of soil stock piles to reduce exposure of<br />

sediment-generating materials to wind or water;<br />
