8.11.2 Operation<br />

• Disclose Project employment and procurement information frequently and<br />

regularly through transparent communication on hiring policies amongst<br />

local communities, which aid in managing expectations and<br />

demonstrating to local communities that <strong>Azura</strong> <strong>Power</strong> is providing<br />

training and employment opportunities to their full ability.<br />

The majority of jobs generated will still be short term in nature (during<br />

construction); however, the extent of the benefit will be more likely to be felt<br />

in the local communities, where sensitivity of receptors is highest. These<br />

measures will maximise the number of local employees and suppliers, and<br />

will ensure that advantages associated with training and capacity building<br />

opportunities are implemented, thereby increasing the duration of impacts.<br />

The positive residual impacts to employment and economy are therefore<br />

assessed to be moderate.<br />

A positive impact of major significance does not require specific mitigation or<br />

enhancement; however, <strong>Azura</strong> has an opportunity to maximise this important<br />

benefit through a small number of targeted measures:<br />

• Local Employment and Procurement Policies implemented during the<br />

construction phase shall be extended into the operation phase.<br />

• Training priorities for operation shall be identified early and preemployment<br />

training shall begin as early as possible (prior to<br />

commencement of the operation phase).<br />

• During operation, <strong>Azura</strong> <strong>Power</strong> shall implement internal training and<br />

promotion initiatives for upward mobility of the workforce, particularly<br />

local employees; this shall result in gradual phasing out of some foreign<br />

nationals from higher level positions.<br />

• Ensure that recruitment and training is transparent and equitable (by<br />

implementing procedures that prevent payment of bribes for recruitment,<br />

for example) and demonstration that during recruitment processes the<br />

local workforce will be considered in the first instance) and that they meet<br />

national and international standards for employment and occupational<br />

health and safety.<br />

• Clearly and equitably communicate information about local employment<br />

and contracting opportunities through accessible communication channels.<br />

These communication channels shall be reviewed following the<br />

construction phase for relevance and effectiveness. Besides helping to<br />

maximize local access to information on recruitment and procurement<br />

opportunities, this will also help to manage expectations around these two<br />

issues.<br />
