Effective and ongoing implementation of mitigation measures will reduce the<br />

potential residual negative impacts on cultural institutions during<br />

decommissioning to insignificant.<br />

8.11 IMPACTS TO EMPLOYMENT AND ECONOMY<br />

8.11.1 Construction<br />

ERM recommends the following mitigation measures during and throughout<br />

construction to maximise the positive impacts of the Project on employment<br />

and the economy:<br />

• A Local Supplier and Contractor Development Unit should be established<br />

and should continue to operate throughout the construction phase. This<br />

unit should seek to increase services and contracts sourced from local<br />

suppliers, and should provide training and mentoring support to local<br />

entrepreneurs and vendors;<br />

• Implement a Local Employment Policy within <strong>Azura</strong> and its<br />

subcontractors, to prioritize recruitment of residents from the local<br />

communities first, followed by the region, as far as is practicable given the<br />

skill and experience requirements of different jobs. The policy will outline<br />

<strong>Azura</strong>’s requirements on community liaison and local workforce<br />

employment which the EPC contractors (and other contractors) will be<br />

expected to adhere to;<br />

• Implement a Local Procurement Policy that favors capable businesses and<br />

service providers from the local communities first, followed by the region,<br />

ahead of providers from outside the area;<br />

• Ensure that recruitment and training is transparent and equitable (by<br />

implementing procedures that prevent payment of bribes for recruitment,<br />

for example) and that the training programmes meet national and<br />

international standards for employment and occupational health and<br />

safety;<br />

• Develop and implement training programmes to develop local workforce<br />

and supplier capacity;<br />

• All Project staff shall receive on-the-job training associated with their role,<br />

with associated certification for employees to use in future employment;<br />

• Disseminate information about local employment and contracting<br />

opportunities equitably by using accessible communication channels such<br />

as local government bulletins, village notice boards, registration with<br />

district employment departments, and advertisements in local<br />

newspapers; and<br />
