to ensure that projects can proceed on schedule, without delays induced by<br />

community disputes.<br />

Details of the grievance mechanism (currently being implemented) is<br />

provided as part of the Stakeholder Engagement Plan compiled as part of the<br />

RAP (see Annex A).<br />

In the resettlement context, it is also important to note that the Community<br />

Liaison Officer (CLO) referred to above will also have an important role in the<br />

implementation of the grievance mechanism. The <strong>Azura</strong> CLO will report to<br />

the <strong>Azura</strong> Project Manager who has already been working on site for just over<br />

one year.<br />

The CLO will be responsible for:<br />

• liaising with both the affected people and the host community;<br />

• recording grievances, both written and oral, of the affected people,<br />

categorising and prioritising them, and providing solutions within an<br />

agreed timeframe;<br />

• discussing the grievances on a regular basis with the Project Resettlement<br />

Unit and identifying decisions and actions for issues that can be resolved<br />

at that level; and<br />

• reporting to the aggrieved parties about the developments regarding their<br />

grievances and the decisions of the Resettlement Steering Committee and<br />

PRU.<br />

6.8 RESOURCES AND RESPONSIBILITIES<br />

ERM has composed a core social team of ERM and local Nigerian<br />

subconsultants (University of Ibadan) for all stakeholder engagement<br />

activities. This team is led by a qualified social scientist and overseen by a<br />

lead social specialist and overall Partner in Charge.<br />

In-field engagement activities for the EIA were conducted by a team of local<br />

Nigerian specialists, headed by a social expert Professor Janice Olawoye.<br />

ERM’s local consultants have the required skills to undertake engagement<br />

activities with potentially affected communities and carry out other<br />

social/socio-economic data collection surveys.<br />

6.9 MONITORING AND REPORTING OF STAKEHOLDER ENGAGEMENT ACTIVITIES<br />

<strong>Azura</strong> <strong>Power</strong> will develop a stakeholder engagement database, which will be<br />

used to store, analyse and report stakeholder engagement activities. The<br />

database has been populated with information derived through engagement<br />
