impacts over the operations period. As such, the impact will be reduced to<br />

insignificant.<br />

8.9.3 Decommissioning<br />

Implementation of measures to build the local and regional economy and<br />

develop sustainable alternative employment and livelihood opportunities will<br />

help to minimise or prevent a significant decline in population following the<br />

end of the Project. While some outmigration, particularly of foreign<br />

workforce, is to be expected, the residual impact of this on demographics will<br />

be insignificant - minor.<br />

8.10 IMPACTS TO CULTURAL INSTITUTIONS<br />

8.10.1 Construction<br />

The following mitigation measures are recommended to minimise impacts to<br />

cultural institutions during the construction phase:<br />

• Develop and implement a Local Employment Strategy to maximize local<br />

employment during the construction phase;<br />

• Develop camp and workforce management protocols. Ensure that these are<br />

clearly communicated to all workforce (both <strong>Azura</strong> and contractors) and<br />

ensure that measures are strictly enforced;<br />

• Ensure that traditional leaders are formally involved in the Project<br />

development process;<br />

• Establish a grievance mechanism for communities that allows residents to<br />

communicate concerns and have them addressed in a timely and effective<br />

manner;<br />

• Ensure that sacred sites are identified well in advance of construction and<br />

are relocated and re-established in close consultation with traditional<br />

religious leaders making sure that religious leaders are fully engaged<br />

throughout the process. There shall be appropriate monitoring to ensure<br />

stakeholders are adapting;<br />

• Ensure an appropriate implementation of the recommendations made<br />

under the implementation framework of the RAP. Carry out the RAP and<br />

implement proposed mitigation measures; and<br />

• The mitigation measures associated with the <strong>Impact</strong>s to Cultural Heritage<br />

are set out in an outline PCR Plan which will need to form a new and<br />

separate annexe to the ESIA. The Project will prepare a full and detailed<br />

PCR plan prior to commencement of construction based upon this outline<br />

plan.<br />
