The standard requirement REQ_START for the ACTUATOR indicator
light is generated if the following conditions are true at
the same time (AND):
■ The START_ACTUATOR start button was pressed
■ The ENABLE from the emergency-stop circuit (FB215)
exists
■ The F-DO is not passivated
The start requirement REQ_START is evaluated in the F-block
