The services sector accounted for only 3% of total final energy consumption in<br />

2005, well below its share of economic output. <strong>Energy</strong> demand for services<br />

increased at an average annual rate of 1.7% from 1990 to 2005. It is projected<br />

to increase over the <strong>Outlook</strong> period by 3.8% per year. As a result, this sector’s<br />

share of total final energy consumption will rise to 4%. Biomass meets about<br />

half of the sector’s energy needs today, mostly in community centres, schools<br />

and hospitals, but by 2030 electricity will account for 67% of the total,<br />

growing by 7.9% per year. Most of this electricity will be used in hotels,<br />

commercial establishments, residential complexes and shopping malls. The<br />

expected growth in demand for personal computers will also drive up energy<br />

consumption in this sector over the projection period. The number of<br />

computers per 100 people in India is very low – 1.2 in 2004 compared with<br />

4.1 in China, 4.5 in Philippines and 19.2 in Malaysia (Figure 16.10). Dieselgenerated<br />

power is generally more expensive than grid-based supply, even<br />

though state electricity boards’ tariffs to business carry a disproportionate share<br />

of system costs. Despite this, diesel generators are widely used by businesses to<br />

cope with India’s chronic power shortages. Computer services companies are<br />

normally obliged to maintain their own generators.<br />

<strong>Energy</strong> use in agriculture represents 4% of final energy demand. Consumption<br />

grew rapidly from 1990 to 2005, averaging 6.5% per year. It is projected to<br />

slow to 3.2% per year over the <strong>Outlook</strong> period. Electricity, used mainly for<br />

irrigation pumps (Box 16.6) will account for most of this growth, and oil,<br />

mainly for tractors and other machinery, for the rest.<br />
