introduction of more efficient air conditioners, refrigerators and solar water<br />

heaters (Figure 18.13). The removal of electricity subsidies would see the<br />

average payback period for the household appliances analysed reduced by<br />

about a third. But the removal of subsidies would have to be accompanied by<br />

appropriate measures to protect the least well-off. Efforts to expand the use of<br />

meters and improve bill collection would also increase the cost-effectiveness of<br />

policies.<br />
