Policy Assumptions and Effects<br />

The growing problems of pollution and congestion in India's transport sector<br />

are widely recognised, but policy action has been limited in recent years. A<br />

summary of key policies recently enacted and under discussion is shown in<br />

Table 18.5. The 11 th Five-Year Plan discusses many of the problems, including<br />

the rapid growth of car and two-wheeler fleets, a sharp decline in the share of<br />

public transport, infrastructure limitations and the need for fuel efficiency<br />

standards, without making concrete proposals for addressing them. Yet there<br />

are some success stories, notably the Supreme Court decision in 1998<br />

mandating the conversion of all public buses and municipal vehicles in Delhi<br />
