recommendations vary little from one society to another. How rapidly<br />

changing societies get to a better place is reduced to recommendations for<br />

technical changes in ‘‘governance’’ and calls for ‘‘political will,’’ while the<br />

very different places from which they embark on that journey seem to<br />

matter little.<br />

How did we arrive at that view <strong>of</strong> corruption and reform? Whose<br />

interests and worldviews does it reflect, and what is missing from it?<br />

What are its implications? And how well does it actually account for the<br />

patterns <strong>of</strong> corruption and development we see in real societies? Those<br />

questions are the focus <strong>of</strong> chapter 2.
