Charging structures for an example set of pay by use (PBU) or pay by weight (PBW) services are given in Table 64-3. The total annual fees payable by households in such cases where there is a variable element to the charge are less transparent. It is however, possible to estimate some typical costs in these circumstances by bringing together waste generation data from the national waste reports and (where charges are levied for each pickup) making assumptions on the number of collections required per annum. In general, at the levels of residual waste generation observable in Ireland, it is likely for a typical household to require a 240l wheeled bin to be emptied once per fortnight, although this might fall to once a month, perhaps less frequently for some households (the frequency required would be expected to fall with well designed biowaste collections 1278 Sunday Business Post (14 June 2009), Waste Not, Want Not, www.thepost.ie/story/eycweykfau 1036 29/09/09
in place). It is possible to sense-check this against the collected waste tonnage data by using approximate bulk densities for waste and recycling. 1279 However, this requires knowledge of how many households are using collection services. The fact that there is no obligation on households to subscribe to a collection service is an important one. Statistics on the number of households subscribing to collection systems are hard to come by. The simplistic approach we use to quantify participation here is to consider the tonnage of waste collected through kerbside operations and relative to waste managed by other means (bring sites, civic amenity, direct to landfill, home composting estimates and ‘uncollected waste’). This allows approximate typical weights and volumes of waste produced per participating household to be estimated, and for resulting annual charge levels to be quantified. 1280 Such an analysis is undertaken in Table 64-4.
