The recovery quota is a minimum of 85% by weight over a calendar year, and applies to the wide range of waste streams mentioned in the Annex (not containing, or contaminated by dangerous substances). According to the Ordinance, waste streams at pretreatment facilities should be separated to meet the 85% minimum recovery target (quota). A pretreatment facilty can be defined as such if the wastes in question undergo pre-treatment prior to substance or energy recovery. Examples of pretreatment processes given are sorting, crushing, compacting, or pelletizing. Though not stated in the Ordinance, for illustration, an example of substance recovery would be the use of separated/pelletised plastics used in a plastic moulding process. Waste Wood Ordinance In March 2003, the Waste Wood Ordinance came into force. The legal framework of the Ordinance divides waste wood into four categories, according to pollutant type. Certain energy recovery or material recycling processes are only admissible for individual or multiple waste wood categories. Recovery or recycling applies to all categories except contaminated wood, which must be thermally treated (incinerated). In addition, the dumping of waste wood on landfill sites is prohibited. In Austria, the 1993 “Ordinance on the Separation of Materials Generated during Construction” requires that groups of materials (mineral construction waste, excavated soil, concrete waste, broken asphalt, wood, metal and plastic waste, as well as construction site waste) must be separated if they exceed certain threshold levels. Since this Ordinance entered into force, the recycling has been increased from the original level of 15 per cent (1985) to more than 70 per cent today. 59.9 Residual Waste Targets The Flemish-speaking region of Flanders has a population of 6 million living in 2.4 million households. It is divided into five provinces and subdivided into 308 municipalities. In its municipal waste management plan 1997-2001, OVAM, the public waste agency of Flanders, set the following targets for the generation of residual waste: 892 � 1998: 225 kg per person � 2001: 220 kg per person � 2006: 200 kg per person � 2010: 150kg per person Success in meeting and exceeding these targets during the plan period led to the targets being revised and further tightened in the 2003-2007 waste management plan. The revised targets are: � 2003: 180 kg per person � 2005: 165 kg per person � 2007: 150 kg per person Figure 59-10 below shows the residual waste per capita against targets from 1991 to 2002 with the targets from 1998 to 2007. 29/09/09

The quantities included in the residual figure includes waste that is incinerated.
