affected. In any event, the effect on new car prices is likely to be very limited in most
cases when considered as a proportion of total costs.
23.9 Complementary Policies
The following policies may all be considered to help deliver (or potentially deliver) the
objectives of ELV producer responsibility:

� Producer responsibility policies – ELV policies tend to be a subset of more
general producer responsibility policy;
� Landfill Directive – For tyres;
� Landfill bans i.e. on ELVs or ASR;
� The Waste Incineration Directive – for setting limit values and other conditions
on co-incineration of waste tyres / ASR;
� EU Batteries Directive – batteries fall under the directive when they are
removed from the vehicles for reuse / reprocessing;
� Controlled Waste Act 1990 (tyres) – the recycling network for cars made the
recycling of tyres more cost effective;
� Vehicle Licensing – as stricter licensing will discourage people from
abandoning cars in the first place; and
� Vehicle Laws – in Asian countries these are in place to limit vehicle
abandonment etc.
23.10 Effect of the Policy on Pricing of Resources / Services
As discussed in Section 23.5.2, the price of new vehicles will go up in the long term
as producers pass the cost of managing ELVs through to the consumer.
At the margin, plastics are the next material to be focused on as current recycling
rates are low compared with those for metals. Therefore, the boost in investment for
automotive shredder and plastics recycling processes (see Section 23.7) could see a
fall in the marginal cost of treatment at these types of facilities, and also a reduction
in the price for recycled plastics as more material is available in the market.
23.11 Evasion and Enforcement
It is an offence to fail to comply with the law on the disposal of ELVs. Failure to comply
can results in fines or convictions resulting in custodial sentences.
There is no information regarding evasion and enforcement from the Asian countries.
The following points indicate some European examples:
� CoD were not needed in England if a tick box on the vehicle registration
document was marked indicating that the owner had scrapped the vehicle
themselves. This may have led to increased illegal activity so the DVLA is
considering whether this alternative means of notification should be
withdrawn;
