Evidence from both the UK and Hong Kong suggests that implementation of a SWMP can be a costly process. 765 This is especially true during early stages of adoption of the policy when the administrative burden is likely to be greater (even more so for those companies who manage their waste poorly and who have to set up on site sorting facilities). Staff training would be required to gain skills in writing WMPs and to gain a detailed understanding of the policy in order to comply. 766 In the UK both WRAP and the Buildings Research Establishment (BRE) have set up Site Waste Management Plan templates which should increase the efficiency of the process. 767768 Prior to mandated SWMPs the BRE undertook a cost-benefit analysis for Defra. This report had to make many assumptions regarding costs due to the lack of specific information available. During analysis, it combined desk-based research with the results of a small survey and extrapolated from this. The data the project did collect related to very high budget projects, being undertaken by large companies. The analysis undertaken covered domestic and non-domestic new builds, refurbishment and demolition projects. These costs had to be scaled down in order to estimate the costs and benefits to smaller companies. Output regarding the cost of SWMP introduction for domestic new builds is shown in Table 43-1. High level SWMP refers to those projects more than £500,000. Although implementation of a WMP can be a costly process in the short-term it can bring significant financial benefits to the construction company through savings from reduced waste disposal. The BRE report goes on to highlight estimated cost-savings (Table 43-2), though it could not accurately consider transport costs due to the variation from one project to another. Comparing the two Tables, it can be seen that particularly at the higher end of the project range, costs were deemed likely to be covered by savings, but that this is viewed as being less likely in small projects. This seems to be a consequence of the fact the benefits are broadly scale dependent, but implementation costs, in particular, are estimated to be less sensitive to scale. 765 V.W.Y.
