There is no evaluation report on flash torches available with respect to these actions. 15.5.9.2 Environmental Benefits Recycling No collection or recycling targets are defined yet. According to OVAM, they should be implemented with the revision of VLAREA by June 2009 at the latest. 15.5.10 Used Oil 15.5.10.1 Environmental Benefits of Prevention Every year, VALORLUB draws up a prevention plan. The MBO stipulates that producers and importers (through VALORLUB) must inform and sensitise consumers on the proper and economical use of oil. The article on prevention in the MBO, however, focuses more on proper and safe collection and disposal of used oil (qualitative prevention) rather than on quantitative prevention (reduction of the quantities of used oil). 15.5.10.2 Environmental Benefits of Recycling The percentage of collection that has to be obtained amounts to 100% of all the collectable used oil. The percentages of useful use that have to be obtained are at least 85% recycling and maximum 15% energy recovery. The achieved recycling percentage amounts to 95%. The collection percentage is not clear yet. First, the total amount of collectable used oil needs to be identified. A study 29/09/09
is currently being performed to identify this amount. According to VALORLUB, a collection percentage of almost 100% will probably be achievable. 305 15.5.11 Animal and Vegetable Fats and Oils 15.5.11.1 Environmental Benefits Prevention The MBO stipulates no specific actions with regard to prevention. 15.5.11.2 Environmental Benefits Recycling The MBO obligates a collection percentage of at least 95% of collectable waste oil. In 2007, a collection percentage of only 40% of collectable oil was achieved. Mainly the oil used by households seems ‘to get lost’. 306 In 2007, about 28,000 tonnes of domestic oil was put on the market. It was analysed that about 76% of this oil generates waste oil. This would mean that about 21,000 ton of domestic oil should have been collected. In reality, only 8,000 tonnes were collected! Surveys suggested that about 78% of the people claim to hand in their domestic oil. VALORFRIT will perform a new study to investigate the differences. 307 In 2007, about 35,000 tonnes of commercial oil were put on the market. was Analysis suggested that about 60% of this oil generates waste oil. This would mean that about 21,000 ton of domestic oil should have been collected. In reality, 18,000 tonnes were collected. 308 As a collection percentage of 95% seems difficult to get to, the target will be reduced in the new VLAREA. An annex with the new target will soon be published. Due to the high residual value of waste animal and vegetable oil, 100% of the collected oil is recovered. In 2007, 63% was converted into biodiesel, 14% was recovered in plastics, industrial soap, lubricants, etc, and 19% was incinerated with energy recovery. 309 No targets for the different treatment options were stipulated in the MBO, since a LCA study performed by VITO showed no significant difference with regard to environmental performance. 310 15.6 Implementation Costs The nature of the policy means that costs are to be carried by the producers subject to EPR.
