Following FOST-Plus, the key factors for the success of the Belgium packaging waste
management system are:
� A close public-private partnership – a successful collaboration between:
• Regions;
• Municipalities and intermunicipal authorities;
• Industry (via FOST-Plus and Val-I-Pac);
• Private waste operators; and
• Most importantly: citizens.
� Active participation of people in separating their packaging;
� Rational and optimised collection scenario;
� Acceptable cost for industry and striking the balance between price and
quality;
� Implementation in phases (10 years to implement across the country);
� Strong communication;
� High cost for residual waste;
