education and communications campaign that is capable of fundamentally changing
attitudes and behaviour, and that achieving such change may take considerable time.
Evidence is not yet available to indicate whether Ireland is on course to meet its
collection obligations under the Directive. If Ireland’s collection rates remain low in a
scenario of high publicity, it may have to reconsider the ‘one-size-fits-all’ approach of
retailer take-back and consider other collection methods (possibly in specific
geographical areas such as rural communities). These alternatives are discussed in
Section 25.6.
