54.4 Pre-implementation / Evaluation Studies Available
On the website of OVAM www.ovam.be several manuals and FAQ files can be found
on the practical aspects of the levies (in Dutch).
OVAM (2007) Tarieven en capaciteiten voor storten en verbranden (actualisatie tot
2006, evolutie en prognose). This is a yearly report on tariffs for landfill and
incineration plants and on available, and foreseen, capacities. It includes, each year,
a comparison between the net costs and the levies for each type of treatment.
54.4.1 Environmental Benefits
The goal of the levies is to discourage final disposal and to make landfill, which is at
the bottom of the waste treatment hierarchy, more expensive than incineration. As
Figure 54-1 shows, this situation exists for household waste, but this is not quite the
case for industrial waste.

The levies for landfill usually equal or exceed the pre-levy costs for landfilling, while
the levies for incineration are merely a small correction on a relatively high pre-levy
cost.
Hazardous waste is incinerated in specialised plants, but the costs are very much
dependent on the nature of the waste so that a comparison with the costs of
landfilling is not meaningful. Moreover, landfill and incineration do not compete as
such in the market for hazardous waste since the waste streams usually follow
different routes.
