� by January 2015, reuse and recovery of 95% by weight per vehicle, and reuse
and recycling of 85%.
In 2007, almost 90% of the weight of the vehicle was recovered in Flanders. The
recycling rate amounted to 68% and the reuse rate amounted to 19.8%. 302
In order to allow separate treatment to be carried out and the above recycling/reuse
targets to be fulfilled, manufacturers and importers must prepare dismantling
information for each new type of vehicle within six months of it first being placed on
the market, including information on individual components and materials and where
hazardous substances are located.
Manufacturers are to make information on dismantling, storage and testing of
reusable components available to dismantling facilities upon request.
Authorised centres enter data such as the relevant date, number and weight of ELVs,
and the type and weight of waste streams, after decommissioning, into a national
database. The database is managed by FEBELAUTO.
A problem that has not yet been solved is the illegal export of ELVs as second-hand
cars, often to Eastern Europe or the west coast of Africa. In Belgium, there is no link
between the registration number of the car and the car owner, so an ELV cannot be
traced to his of her owner. For several years, the Flemish government has been
pleading with the federal government to update the registry system, but so far nothing
has been changed. An additional control mechanism would be to ensure certificates
of destruction (CoD) are issued with every vehicle deregistration in the region.
15.5.8 Waste from Electrical and Electronic Equipment
15.5.8.1 Environmental Benefits Prevention
The MBO stipulates the following actions for producers:
� Use of easy-to-recycle materials;
� Prevention of the use of hazardous substances;
� Use of environmentally sound production technology; and
� Reduction in the energy consumption of products and facilities.
However, no evaluation report is available on the effectiveness of the WEEE MBO on
the prevention of waste.
15.5.8.2 Environmental Benefits Recycling
In 2007, 55,000 tonnes of WEEE were collected in Flanders, an increase of 10%
compared to 2006. Per capita, 8.9 kg of WEEE was collected, exceeding both the
European target of 4 kg/capita, and the higher Flemish collection target of 8.5
kg/capita.
