CONCLUSIONS<br />

Overall, the hierarchy developed by respondents in the last section suggests<br />

that a more active and participatory role is the profile expected to be assumed by<br />

the IOC. <strong>In</strong> retrospect, both the IOC and the WFSGI during the 1990s have been<br />

seeking for legitimacy as referred to their respective areas of intervention, namely<br />

international sport organisations and global markets.<br />

However, in terms of the environment and sport the major concern on<br />

performances and standards is entering in the new frame of reference changing<br />

the focus from reactive to proactive policies. <strong>In</strong> other words, international sport<br />

leaders and managers are substituting their search of legitimacy for interventions<br />

in environmental issues by collective building capacity of social and ethical<br />

governance. Should it be the case that they are loosing their original conflictresolution<br />

profile and developing their own perspectives for environmental<br />

interventions? Are they moving towards a self-interest institutional ethics leaving<br />

behind the mutually co-operative governance promoted by the Agenda 21?<br />
