All authorized military personnel who request <strong>Navy</strong> <strong>Cash</strong> privileges and enroll in<strong>Navy</strong> <strong>Cash</strong> consent in writing, using the <strong>Navy</strong> <strong>Cash</strong> enrollment form, to immediate collectionagainst their pay for the face value of or resulting negative <strong>Navy</strong> <strong>Cash</strong> account balance due theU.S. Treasury funds pool from all dishonored transactions. With this procedure, dishonoredtransactions will not become a delinquent debt; therefore, there is no authority to assess a servicecharge (Reference DOD FMR, Volume 5, Chapter 4).8.4.9 Funds Transfer from ChipTo convert electronic value on the chip to cash or to transfer value to a merchant account, theDisbursing Officer clicks on the “Funds Transfer from Chip” link in the funds transfer optionswindow.a. Chip-to-<strong>Cash</strong> Transactions(1) After the Disbursing Officer verifies ownership of the <strong>Navy</strong> <strong>Cash</strong> card, thecardholder inserts the card into the K22.(2) The Disbursing Officer clicks “Get Chip Info”, and the <strong>Navy</strong> <strong>Cash</strong> applicationdisplays the card ID number and balance received from the K22 and then displays the accountnumber and account name associated with the card.(3) The Disbursing Officer chooses the funding destination, “<strong>Cash</strong>,” specifies thetransfer amount requested by the cardholder, and then clicks the “Submit” button to initiate thefunds transfer.(4) The K22 prompts the cardholder for a PIN. The cardholder enters the PIN andpresses OK.(5) The K22 will display the amount for credit and ask the cardholder if the amountis correct. The cardholder will select either “OK” or “CLR”. If the cardholder chooses “OK”, thetransaction is complete and the card can be removed. If the cardholder chooses “CLR”, thetransaction will be rejected and cancelled. The transaction will need to be repeated for the correctamount.(6) All transactions will be recorded on the <strong>Navy</strong> <strong>Cash</strong> server and added to the dailyreports. In addition, all transactions will be manually recorded in accordance with paragraph8.4.14 on the Daily <strong>Cash</strong> Transaction Ledger, which shall be kept in the safe.b. <strong>Cash</strong> Out of Visitor Cards(1) Visitor cards are reusable. When a cardholder no longer requires a visitor card,for example, checking off ship, leaving <strong>Navy</strong> service, arrival of permanent card, the card shouldbe turned in to the disbursing office, and any remaining value on the chip shall be returned to thecardholder in accordance with paragraph 8.4.9.a. The return date shall be entered on the CardIssue Log and the card shall be returned to the “chip-only” spare Visitor <strong>Navy</strong> <strong>Cash</strong> card stockfor re-issue.(2) When the card is turned in, all of the value remaining on the chip must becashed out.
