The cardholder can still use the card for signature-based purchasesashore, even when the <strong>Navy</strong> <strong>Cash</strong> account balance is negative, at merchants who processtransactions in an offline mode.g. For Cardholders with Negative <strong>Navy</strong> <strong>Cash</strong> Account Balances(1) <strong>Navy</strong> <strong>Cash</strong> Card Limits. Reducing the maximum amount that can be transferredfrom a bank or credit union account ashore and/or reducing the maximum amount that can beloaded on the chip are options available to discipline a cardholder who continues to haveproblems with negative account balances (see Appendix L, Guidelines for Negative AccountBalances). Any updates to these card limits are effective immediately on board the ship and willregulate any subsequent funds transfer requests the cardholder attempts at the K80 <strong>Cash</strong>lessATM. To change card limits, enter a new limit in the “Chip Load Limit” block and/or “DDAAccount to <strong>Navy</strong> <strong>Cash</strong> Transfer Amount”. For cardholders, the maximum chip load limit is$1,000, and the maximum DDA account to <strong>Navy</strong> <strong>Cash</strong> transfer amount is $400 per day. Formerchants, the maximum chip load limit is $9,999.99, and the maximum DDA account to <strong>Navy</strong><strong>Cash</strong> transfer amount is $5,000 per day.(2) Blocking Access to Bank and Credit Union Accounts Ashore. Blocking <strong>Navy</strong><strong>Cash</strong> access is an option available to discipline a cardholder who continues to have problemswith negative account balance. Any updates to block <strong>Navy</strong> <strong>Cash</strong> access are effectiveimmediately on board the ship and will regulate any subsequent funds transfer requests thecardholder attempts at the K80 <strong>Cash</strong>less ATM. To block account access, click on the “BlockAccount Request” button.(3) Guidelines for Negative Account Balances. Appendix L providesrecommendations for taking action in the case of a cardholder whose <strong>Navy</strong> <strong>Cash</strong> account balanceis negative. These guidelines are based on the number of times a cardholder’s account has gonenegative and are listed in order of severity, from least severe to most severe. These guidelines areoffered as suggestions only; the actual action taken is at the discretion of the cardholder’s chainof command.(4) Unblocking Access to Bank and Credit Union Accounts Ashore. Once acardholder’s negative account balance has been cleared, click on the “Unblock Account” button.(a) ACH Decline Count. The ACH decline count is used to prevent cardholdersfrom abusing the system and would not normally be reset. <strong>Navy</strong> <strong>Cash</strong> has established returnedtransaction thresholds. Every time a cardholder posts an NSF transaction to the <strong>Navy</strong> <strong>Cash</strong>system, a “counter” records the event. When a cardholder reaches a limit of three NSFs, theability to access his or her DDA account from the <strong>Navy</strong> <strong>Cash</strong> system is permanently blocked.(b) Once <strong>Navy</strong> <strong>Cash</strong> access is permanently blocked, the only way it can berestored is by authorized Disbursing Officer or Disbursing Clerk action, either by unblockingaccess through the <strong>Navy</strong> <strong>Cash</strong> application or the <strong>Navy</strong> <strong>Cash</strong> Center web site or by sending arequest to the Customer Service Center (CSC).(c) The following summarizes ACH decline counts.
