Appendix HBasic Bulk Enrollment <strong>Procedures</strong>1. BACKGROUND. The <strong>Navy</strong> <strong>Cash</strong> system is designed to replace bills and coins forpersonal financial transactions on board <strong>Navy</strong> ships and to provide Sailors and Marines 24/7 offlineaccess to funds in bank and credit union accounts ashore. Prior to system implementation, allcrewmembers must provide personal information on special enrollment forms to establish <strong>Navy</strong><strong>Cash</strong> accounts and be issued <strong>Navy</strong> <strong>Cash</strong> MasterCard debit cards. The bank or credit unionaccount information provided enables the transfer of funds to and from the <strong>Navy</strong> <strong>Cash</strong> account.The process of enrolling crewmembers en masse prior to system startup can be somewhatcumbersome and time consuming, especially for a large ship with thousands of crewmembers. Acomprehensive enrollment procedure must be coordinated with the ship about 10 to 12 weeksprior to system implementation to ensure the enrollment process is orderly and accurate andminimizes the impact on the ship’s routine and crew.2. GENERALa. Enrollment in <strong>Navy</strong> <strong>Cash</strong> is highly recommended for all crewmembers.b. Providing bank or credit union information is optional when enrolling in <strong>Navy</strong> <strong>Cash</strong>.An individual can elect not to provide bank or credit union account information but can still beissued a <strong>Navy</strong> <strong>Cash</strong> MasterCard debit card with a magnetic strip and an associated <strong>Navy</strong> <strong>Cash</strong>account. Individuals who choose this option will still be able to fund their <strong>Navy</strong> <strong>Cash</strong> accountsby electing the Split Pay Option (SPO). Each payday, the amount of their split pay payroll willbe forwarded either by DFAS Cleveland for the <strong>Navy</strong> or by the Marine Disbursing Officer forthe Marine Corps to the Treasury <strong>Financial</strong> Agent who will plus up their <strong>Navy</strong> <strong>Cash</strong> accounts.c. Crewmembers fill out <strong>Navy</strong> <strong>Cash</strong> enrollment forms provided through the DisbursingOffice and acknowledge, by their signature, the policy for collection from pay of any negative<strong>Navy</strong> <strong>Cash</strong> account balance resulting from transactions that are dishonored and returned by theirbank or credit union for Non-Sufficient Funds (NSF), closed accounts, inaccurate accountinformation, or any other return reason.d. Individuals whose check cashing privileges aboard ship have been suspended can beenrolled with access to their home bank or credit union accounts blocked until the ship decides torestore their privileges. <strong>Procedures</strong> for unblocking access are found in Chapter 8, Disbursing,paragraph 8.8.2. The Supply Officer or Disbursing Officer will provide a list of any individualsin this category to the Treasury <strong>Financial</strong> Agent, JPMorgan Chase, during the bulk enrollmentprocess.e. The information entered on the enrollment forms will be transferred into the <strong>Navy</strong><strong>Cash</strong> system database to establish each crewmember’s account and to initiate the <strong>Navy</strong> <strong>Cash</strong>MasterCard debit card issuance process. The signed <strong>Navy</strong> <strong>Cash</strong> enrollment forms will be imagedand stored by JP Morgan Chase, the Treasury <strong>Financial</strong> Agent and prime contractor for <strong>Navy</strong><strong>Cash</strong>.f. A special enrollment team will be set up by the <strong>Navy</strong> <strong>Cash</strong> program office to conductthe enrollment process. About 30 days before issuing the <strong>Navy</strong> <strong>Cash</strong> cards and starting up the<strong>Navy</strong> <strong>Cash</strong> system, crewmembers will be required to attend a <strong>Navy</strong> <strong>Cash</strong> orientation andenrollment meeting.NC SOP Ver 1.12 x-Appendices.doc H-1 17-Aug-07
