This shore report lists all cardholders whoseaccess to their linked bank or credit union account is blocked. The report includes cardholders’first and last name, the last four of their SSN, their account number, and their decline count. TheDisbursing Officer should review the Daily Blocked Account Report on a daily basis. The reportwill make it easier for disbursing to research the cause when cardholders find that they do nothave access to their linked bank or credit union account at the <strong>Cash</strong>less ATM (K80). Cardholderswho appear on the report because of unacceptable or invalid account information (decline counts96 or 98) should be contacted so they can update their home bank or credit union accountinformation (see paragraph h below).(6) Again, any updates to <strong>Navy</strong> <strong>Cash</strong> access done through the <strong>Navy</strong> <strong>Cash</strong>application are effective immediately on board ship and will regulate any subsequent transferrequests the cardholder attempts at the K80. Updates done through the <strong>Navy</strong> <strong>Cash</strong> Center website do not go into effect on board ship until a round trip is completed between ship and shore.Updates done through the CSC do not go into effect on board the ship until the CSC receives theinformation, processes the request, and a round trip is completed between ship and shore.(7) Blocking access only prevents <strong>Navy</strong> <strong>Cash</strong> access to bank and credit unionaccounts from the ship. The cardholder can still use the card for signature-based purchasesashore, even when the <strong>Navy</strong> <strong>Cash</strong> account balance is negative, at merchants who processtransactions in an offline mode. Suspending an account (see paragraph 8.4.20.c) only preventsonline ATM withdrawals and online PIN-based and signature-based purchases ashore. Neitherblocking <strong>Navy</strong> <strong>Cash</strong> access to bank and credit union accounts nor suspending a <strong>Navy</strong> cashaccount disables the chip on a <strong>Navy</strong> <strong>Cash</strong> card; the individual can still use the value on the chipto purchase things on the ship.h. Bank Account Information. For “Customer Type”, indicate whether the account thecardholder is associating with his or her <strong>Navy</strong> <strong>Cash</strong> account is a “Consumer” or “Business”account. Generally, individual cardholders will have “Consumer” accounts. A <strong>Navy</strong> <strong>Cash</strong>merchant, on the other hand, may have opened a “Business” account. For “Bank Account Type”,use the selections in the drop down box to indicate whether the account the cardholder isassociating with his or her <strong>Navy</strong> <strong>Cash</strong> account is a “Checking” or “Savings” account.(1) Personal Checks.
