The Disbursing Officer should make a judgmentwhether or not a negative balance condition is likely on a cardholder’s <strong>Navy</strong>/Marine <strong>Cash</strong>account, for example, from an NSF or other returned transaction, taking into account pendingtransactions that have not yet been processed by the <strong>Navy</strong> <strong>Cash</strong> system.(a) Even though a cardholder’s ACH access will be blocked and <strong>Navy</strong> <strong>Cash</strong>account will be suspended automatically based on the transfer date in the member profile, theDisbursing Officer should evaluate the need to suspend the cardholder’s <strong>Navy</strong> <strong>Cash</strong> account andblock ACH access manually when the cardholder is within 30 days of his or her actual departuredate to prevent an unrecoverable debt from being posted to <strong>Navy</strong> <strong>Cash</strong>. If necessary, theDisbursing Officer can issue a “chip-only” visitor card for use on the ship until the cardholderleaves the ship.(b) Manual Blocking of ACH Access and Suspending of <strong>Navy</strong> <strong>Cash</strong> Account.To suspend the cardholder’s <strong>Navy</strong> <strong>Cash</strong> account manually, the Disbursing Officer can contactthe Customer Service Center (CSC) via phone or e-mail and request that the cardholder’s <strong>Navy</strong> /Marine <strong>Cash</strong> account be suspended, which will prevent online ATM withdrawals and onlinePIN-based and signature-based purchases ashore. The cardholder’s <strong>Navy</strong> <strong>Cash</strong> access to theirbank or credit union can also be blocked, which will prevent ACH access to the home accountfrom the ship. The Disbursing Officer or authorized Disbursing Clerk can block access througheither the <strong>Navy</strong> <strong>Cash</strong> application or the <strong>Navy</strong> <strong>Cash</strong> Disbursing web site, or by sending a requestto the CSC by phone or e-mail. Any updates to <strong>Navy</strong> <strong>Cash</strong> card access done through the <strong>Navy</strong><strong>Cash</strong> application are effective immediately on board the ship and will regulate any subsequentfunds transfer requests the cardholder attempts at the K80 <strong>Cash</strong>less ATM. Updates done throughthe <strong>Navy</strong> <strong>Cash</strong> Center web site do not go into effect on board the ship until a round trip iscompleted between ship and shore. Updates done through the CSC do not go into effect on boardthe ship until the CSC receives the information, processes the request, and a round trip iscompleted between ship and shore(3) Split Pay Option (SPO). The Disbursing Officer or Marine Admin Section isresponsible for stopping a cardholder’s SPO at least 30 days before he or she leaves the ship.d. PCS Transfer. Cardholders transferring PCS (Permanent Change of Station) shouldbe encouraged to keep their <strong>Navy</strong> / Marine <strong>Cash</strong> cards and accounts when they leave the ship,particularly as more and more ships in the fleet are equipped with <strong>Navy</strong> <strong>Cash</strong>. A <strong>Navy</strong> / Marine<strong>Cash</strong> Debit MasterCard ® does not expire until three years from the date of issue, so it will remainvalid after an individual leaves the ship. If a cardholder’s next ship is <strong>Navy</strong> <strong>Cash</strong> equipped andhis or her card is still valid, he or she can quickly get access to all <strong>Navy</strong> <strong>Cash</strong> capabilities.(1) Retain <strong>Navy</strong>/Marine <strong>Cash</strong> Account. If a cardholder elects to keep his or her<strong>Navy</strong> / Marine <strong>Cash</strong> card and account, he or she should transfer any remaining funds from boththe chip and the strip as described above before leaving the ship.(a) Automatic Blocking of <strong>Navy</strong> <strong>Cash</strong> ACH Access and Suspending of <strong>Navy</strong><strong>Cash</strong> Account. Based on the transfer dates in the cardholder’s member profile, the cardholder’s<strong>Navy</strong> <strong>Cash</strong> account is pulled from the ship’s <strong>Navy</strong> <strong>Cash</strong> roster and transferred to the shorecommand.
