Daily Blocked Account Report. This shore report lists all cardholders whose access totheir linked bank or credit union account is blocked. The report includes cardholders’ first andlast name, the last four of their SSN, their account number, and their decline count. TheDisbursing Officer should review the Daily Blocked Account Report on a daily basis. The reportwill make it easier for disbursing to research the cause when cardholders find that they do nothave access to their linked bank or credit union account at the <strong>Cash</strong>less ATM (K80). Cardholderswho appear on the report because of unacceptable or invalid account information (decline counts96 or 98) should be contacted so they can update their home bank or credit union accountinformation (see paragraph 8.4.21, Account Information Update).f. Blocking access only prevents <strong>Navy</strong> <strong>Cash</strong> access to bank and credit union accountsfrom the ship. The cardholder can still use the card for signature-based purchases ashore, evenwhen the <strong>Navy</strong> <strong>Cash</strong> account balance is negative, at merchants who process transactions in anoffline mode. Suspending an account (see paragraph 8.4.20.c) only prevents online ATMwithdrawals and online PIN-based and signature-based purchases ashore. Neither blocking <strong>Navy</strong><strong>Cash</strong> access to bank and credit union accounts nor suspending a <strong>Navy</strong> cash account disables thechip on a <strong>Navy</strong> <strong>Cash</strong> card; the individual can still use the value on the chip to purchase things onthe ship.NC SOP Ver 1.12 Chpt 8 Disbursing.doc 8-131 16-Aug-07
