3. NORMAL ENROLLMENTAfter the initial bulk enrollment is completed, a person who reports to the ship can beenrolled in the <strong>Navy</strong> <strong>Cash</strong> program at the disbursing office. The <strong>Navy</strong> <strong>Cash</strong> application includesan on-screen enrollment form that enables disbursing office personnel to enter the informationneeded to enroll new crew members (see paragraph 8.4.21 of this SOP). The enrollmentinformation is then forwarded to the <strong>Navy</strong> <strong>Cash</strong> backend ashore, where the new member isenrolled in the program and action is initiated to produce a Permanent <strong>Navy</strong> <strong>Cash</strong> card. Thepersonalized card is shipped to the appropriate Logistics Support Representative (LSR) forforwarding to the ship, normally within 7 to 10 days.Ships in homeports or operating in local OPAREAS can enroll new personnel withoutassigning them a temporary <strong>Navy</strong> <strong>Cash</strong> card. Visitor cards can be issued for use until newpermanent cards are delivered to the ship. Visitor cards can be used for a short period withoutsignificant inconvenience. If necessary, for individuals whose enrollments in <strong>Navy</strong> <strong>Cash</strong> havebeen completed ashore and who are waiting on delivery of new cards, split pay can betransferred to the chip on the visitor card using the <strong>Navy</strong> <strong>Cash</strong> application (see paragraph 8.4.8).When deployed away from homeport for an extended period, delivery of new permanent<strong>Navy</strong> <strong>Cash</strong> cards via mail can take several weeks. Temporary <strong>Navy</strong> <strong>Cash</strong> cards ensureindividuals have immediate access to all <strong>Navy</strong> <strong>Cash</strong> capabilities, for example, transferring fundson the ship to the chip or <strong>Navy</strong> <strong>Cash</strong> (strip) account from bank or credit union account ashore.During extended deployments, the Disbursing Officer can enroll new personnel and assign thema temporary <strong>Navy</strong> <strong>Cash</strong> card whenever it is considered necessary.Whether issued a visitor or a temporary card, a new crewmember can load the chip on thecard at the disbursing office immediately by writing a personal check or converting cash, and thecard can then be used for purchases on the ship. As soon as a newly issued temporary card isproperly registered within the <strong>Navy</strong> <strong>Cash</strong> system database ashore and the database on the ship isupdated from shore, normally within 24 to 48 hours, the card can also be used to transfer funds at<strong>Navy</strong> <strong>Cash</strong> cashless ATMs on board ship and to obtain currency at ATMs ashore and makepurchases at merchants ashore. The visitor or temporary card can be used until the permanent<strong>Navy</strong> <strong>Cash</strong> card arrives, at which time the visitor or temporary card should be returned to thedisbursing office.4. MARINE ENROLLMENTLong-Term Deployments. Prior to embarking on a <strong>Navy</strong> <strong>Cash</strong> ship for an extendeddeployment, Marines should be enrolled in Marine <strong>Cash</strong> using bulk enrollment procedures. TheMarine Logistics Groups (MLGs)—MLG 1 Camp Pendleton, MLG 2 Camp Lejeune, and MLG3 Okinawa, Japan—are responsible for coordinating the bulk enrollment of the entire MarineExpeditionary Unit (MEU). This bulk enrollment process, which includes training and enrollingthe Marines, should be completed about four to six weeks prior to the date of embarkation toprovide enough lead time to manufacture and deliver the Marine <strong>Cash</strong> cards for distribution justbefore or just after embarking on the ship.Short-Term Deployments. Visitor cards do not require prior enrollment and may be issuedfor short-term deployments, such as exercises. Particularly for pre-deployment exercises severalmonths prior to overseas deployments, visitor cards may be the preferred alternative, because theNC SOP Ver 1.12 Chpt 1 Overview.doc 1-11 10-Aug-07
