The Disbursing Officer cannot close out Navy Cash(step three in paragraph (8) above) until all vending and ship’s store merchants have beenproperly closed out (steps one and two in paragraph (3) above). At true EOM, the same steps arefollowed, and the EOM numbers will start from the previous month end, not the midmonthcloseout, and include the full month’s receipts.
