Conclusions<br />

The analysis provided a clearer understanding <strong>of</strong> issues in relation<br />

to reaching a consensus on definition; further research would help<br />

establish an operational definition for policy makers, practitioners<br />

and researchers. Lack <strong>of</strong> research, and the difficulties the public and<br />

staff have in whether to report abuse, compound the problems in<br />

determining the scale <strong>of</strong> the problem. Evaluation <strong>of</strong> training is<br />

urgent to examine correlations between training and reporting <strong>of</strong><br />

abuse. It must be recognised that elder abuse is not a single<br />

problem but a complexity <strong>of</strong> issues relating to policy and practice<br />

and these issues must be investigated or the needs <strong>of</strong> the older<br />

person will remain unaddressed.<br />
