Background and Context<br />

Population ageing is an international phenomenon without historical<br />

precedent. With the increasing rise in the elderly population across<br />

the world, predicted at 25% in Ireland (over 65) by 2026 and 37%<br />

in Europe (CSO, 2007) both formal and informal care needs are<br />

expected to increase while the resources to provide it steadily<br />

decreases (Stoltz, Uden and Willman, 2004). Government policy<br />

not just in Ireland, but throughout Europe and beyond is to<br />

maintain elderly people in their own homes for as long as possible<br />

(DOC, 1988; Ashworth and Baker, 2000; DOHC, 2001). Research<br />

suggests that this is the preferred option for older people<br />

themselves (Garavan, Winder and McGee, 2001). However,<br />

according to Fine and Thompson, (1995) formal services seldom<br />

maintain a person at home without additional support and<br />

assistance from informal carers. Respite care is a service that has<br />

evolved to meet the needs <strong>of</strong> carers, to provide support for them<br />

and enable older people to remain living at home for longer. The<br />

provision <strong>of</strong> respite care is based on the assumption that temporary<br />

relief from care-giving will relieve caregiver stress and may extend<br />

the duration <strong>of</strong> homecare (Gilmore, 2002; Winslow, 2003).<br />

Indeed, research has shown respite care as one <strong>of</strong> the most<br />

important unmet needs <strong>of</strong> carers (Garavan, Winder and Mcgee,<br />

2001; Stoltz, Uden and Willman, 2004).<br />

However while the importance <strong>of</strong> respite care is well documented,<br />

there is a general lack <strong>of</strong> evidence regarding substantial benefit<br />
