§. 3. Thetwenty-two States whrch compofe this circle, as taken in their
proper order, are the Eledtor of Saxony, the Eledtor of Brandenburg, Saxe-
M'eimar, Saxe-Eifcnach, Saxe-Cokrrg, Saxe-Gotha, Saxe-Altenburg*, Saxi-
^erfurt, the Hither and Farther-Fcinerania, Camin, Anhalt, ^edli?:burgj
Gernrode, Walkenried, Schwarzburg-Sonderjhaujen, Schioarzburg-Rudoldadt,
(to the two laft of which houfes the Eledor of Saxony, by virtue of an
agreement made in the year 1719, has promifed at future Diets of the
Empire to procure two places fuited to their princely dignity) Mansfeld,
Stolberg, Barby, the Counts of Reuben and the Counts of Schcnberg^
§. 4. In this circle the Eledfor of Saxony has always been fo!e fummonino-
Prince and direflor; hut ever lince the eleiftoral-houfe of Saxonv went over
to the i?(?w//Z'-catholic church, it appeared dangerous to the electoral houfe

of Brandenburg, that the direSlorium of this circle, which is wholly addiä:ed
to the Proteftant religion, ihould remain on the former footing. What
negotiations were carried on, on this head, in 1718, between both the elcöoral-houfes
and the Eleäor of Brandenburg and Anhalt, appear from Mofer'?,
German State-right, p. 27, p. 267— 277. The Diets of the Empire have
been formerly held, for the moft part at Leipjick, and fometimes alfo at
Frankfort on the Oder, as likewife at Juterbock: but ever fince the year
1683, in which year the lafl: Diet was held, thefe have been difcontinued.
The chancery of the circle is kept at Drefden.
§.5. In the year 1682, the military ftate of the whole Empire being
fettled, at an average, in times of peace at 40,000 men, to the iliare of th«
upper circle of Ä?X5;;>' fell 1322 horfe and 2707 foot j and at the partition
of the 300,000 florins granted to the operation-cheft of the Empire in 1707,
to this circle were allotted 31,271 florins, twenty-eight kruitzers. Thus it
has obtained an equal evaluation with the circles of Burgundy, Swabia,
Weßpbalia and Lower-Saxony, though in fadl it is much larger than either
of them.
§. 6. The colleclive members of this circle, the prefent Eled^or o^ Saxonv
excepted, are addidted to the Proteflant religion. This circle, by virtue of
the peace oi Weßpbalia, has the filling up of eight places in the' chambercourt
: that is to fay, the Eledlor of 6'tfxo;iy two, the Eledor oi Brandenburq^b
alfo two, and the coUeftive States of the circle the remaining four, to which
is to be added one more, which is to be filled alternately by this circle and
