This article traces back to General Assembly resolution 54/128 <strong>of</strong> 17 December1999, in which the General Assembly directed the Ad Hoc Committee to incorporate intothe draft convention measures against corruption linked to organized crime, including provisionsregarding the sanctioning <strong>of</strong> acts <strong>of</strong> corruption involving public <strong>of</strong>ficials.A. Negotiation textsMexico (A/AC.254/L.119)Sixth session: 6-17 December 1999“Article [...]“Measures to combat corruption“For the purposes specified in article 4 ter <strong>of</strong> <strong>this</strong> Convention, States Partiesagree to consider the applicability, within their own domestic systems, <strong>of</strong> measuresto establish, maintain and strengthen:“(a) A comprehensive internal regulatory and oversight regime for public <strong>of</strong>ficeand service aimed at preventing conflicts <strong>of</strong> interest and ensuring the preservationand proper use <strong>of</strong> resources assigned to public <strong>of</strong>ficials and to persons who providepublic services, as well as a proper understanding <strong>of</strong> their responsibilities and therules governing their activities;“(b) Mechanisms to enforce such a regime and rules <strong>of</strong> conduct;“(c) Systems for the protection <strong>of</strong> public <strong>of</strong>ficials and persons who provide publicservices and also private individuals who in good faith report acts <strong>of</strong> corruptioninvolving an organized criminal group, including protection <strong>of</strong> their identity, in conformitywith the fundamental principles <strong>of</strong> their domestic law;“(d) National authorities to ensure the effective prevention and detection <strong>of</strong> thecorruption <strong>of</strong> public <strong>of</strong>ficials;“(e) Systems for the declaration <strong>of</strong> income, assets and liabilities by persons whoperform public duties or provide public services in such posts as are laid down bylaw and for the publication <strong>of</strong> such declarations where appropriate;“(f) Measures to prevent the corruption, by organized criminal groups, <strong>of</strong> public<strong>of</strong>ficials and persons who provide public services, such as feasible measures todetect and monitor the transborder movement <strong>of</strong> cash, subject to safeguards to ensure87
