Negotiation textsMexico (A/AC.254/L.119)Sixth session: 6-17 December 1999“Article [...]“Measures to combat corruption“For the purposes specified in article 4 ter of this Convention, States Partiesagree to consider the applicability, within their own domestic systems, of measuresto establish, maintain and strengthen:“(a) A comprehensive internal regulatory and oversight regime for public officeand service aimed at preventing conflicts of interest and ensuring the preservationand proper use of resources assigned to public officials and to persons who providepublic services, as well as a proper understanding of their responsibilities and therules governing their activities;“(b) Mechanisms to enforce such a regime and rules of conduct;“(c) Systems for the protection of public officials and persons who provide publicservices and also private individuals who in good faith report acts of corruptioninvolving an organized criminal group, including protection of their identity, in conformitywith the fundamental principles of their domestic law;“(d) National authorities to ensure the effective prevention and detection of thecorruption of public officials;“(e) Systems for the declaration of income, assets and liabilities by persons whoperform public duties or provide public services in such posts as are laid down bylaw and for the publication of such declarations where appropriate;“(f) Measures to prevent the corruption, by organized criminal groups, of publicofficials and persons who provide public services, such as feasible measures todetect and monitor the transborder movement of cash, subject to safeguards to ensure87
