This Protocol shall be open to all States for signature from [...] to [...] in[...] and thereafter at United Nations Headquarters in New York until [...].“2. This Protocol shall also be open for signature by regional economic integrationorganizations provided that at least one member State <strong>of</strong> such organizationhas signed <strong>this</strong> Protocol in accordance with paragraph 1 <strong>of</strong> <strong>this</strong> article.“3. This Protocol is subject to ratification, acceptance or approval. Instruments<strong>of</strong> ratification, acceptance or approval shall be deposited with the Secretary General<strong>of</strong> the United Nations. A regional economic integration organization may deposit itsinstrument <strong>of</strong> ratification, acceptance or approval if at least one <strong>of</strong> its member Stateshas done likewise. In that instrument <strong>of</strong> ratification, acceptance or approval, suchorganization shall declare the extent <strong>of</strong> its competence with respect to the mattersgoverned by <strong>this</strong> Protocol. Such organization shall also inform the depositary <strong>of</strong> anyrelevant modification in the extent <strong>of</strong> its competence.“4. This Protocol is open for accession by any State or any regional economicintegration organization <strong>of</strong> which at least one member State is a Party to <strong>this</strong>Protocol. Instruments <strong>of</strong> accession shall be deposited with the Secretary General <strong>of</strong>the United Nations. At the time <strong>of</strong> its accession, a regional economic integrationorganization shall declare the extent <strong>of</strong> its competence with respect to matters governedby <strong>this</strong> Protocol. Such organization shall also inform the depositary <strong>of</strong> any relevantmodification in the extent <strong>of</strong> its competence.”Notes by the Secretariat4. In the draft <strong>of</strong> the protocol contained in <strong>document</strong> A/AC.254/4/Add.2/Rev.6, onthe basis <strong>of</strong> a proposal by China at the eleventh session <strong>of</strong> the Ad Hoc Committee, a newarticle 20 bis on reservations was added. The article read as follows :“[Article 20 bis“Reservations“1. Reservations shall be subject to the provisions <strong>of</strong> the Vienna Conventionon the <strong>La</strong>w <strong>of</strong> Treaties <strong>of</strong> 1969. 4“2. The Secretary General <strong>of</strong> the United Nations shall receive and circulate toall States the text <strong>of</strong> reservations made by States Parties at the time <strong>of</strong> ratification,acceptance, approval or accession.
