Approved text adopted by the General Assembly(see resolution 55/25)United Nations Convention against Transnational Organized CrimeThe General Assembly,Recalling its resolution 53/111 <strong>of</strong> 9 December 1998, in which it decided toestablish an open-ended intergovernmental ad hoc committee for the purpose <strong>of</strong>elaborating a comprehensive international convention against transnational organizedcrime and <strong>of</strong> discussing the elaboration, as appropriate, <strong>of</strong> international instrumentsaddressing trafficking in women and children, combating the illicitmanufacturing <strong>of</strong> and trafficking in firearms, their parts and components and ammunition,and illegal trafficking in and transporting <strong>of</strong> migrants, including by sea,Recalling also its resolution 54/126 <strong>of</strong> 17 December 1999, in which itrequested the Ad Hoc Committee on the Elaboration <strong>of</strong> a Convention againstTransnational Organized Crime to continue its work, in accordance with resolutions53/111 and 53/114 <strong>of</strong> 9 December 1998, and to intensify that work in orderto complete it in 2000,Recalling further its resolution 54/129 <strong>of</strong> 17 December 1999, in which itaccepted with appreciation the <strong>of</strong>fer <strong>of</strong> the Government <strong>of</strong> Italy to host a high-levelpolitical signing conference in Palermo for the purpose <strong>of</strong> signing the United NationsConvention against Transnational Organized Crime (Palermo Convention) and theprotocols thereto, and requested the Secretary-General to schedule the conferencefor a period <strong>of</strong> up to one week before the end <strong>of</strong> the Millennium Assembly in 2000,Expressing its appreciation to the Government <strong>of</strong> Poland for submitting toit at its fifty-first session a first draft United Nations convention against transnationalorganized crime and for hosting the meeting <strong>of</strong> the inter-sessional openendedintergovernmental group <strong>of</strong> experts, established pursuant to resolution 52/85<strong>of</strong> 12 December 1997, on the elaboration <strong>of</strong> a preliminary draft <strong>of</strong> a possible comprehensiveinternational convention against transnational organized crime, held inWarsaw from 2 to 6 February 1998,Expressing its appreciation to the Government <strong>of</strong> Argentina for hosting theinformal preparatory meeting <strong>of</strong> the Ad Hoc Committee, held in Buenos Airesfrom 31 August to 4 September 1998,Expressing its appreciation to the Government <strong>of</strong> Thailand for hosting theAsia-Pacific Ministerial Seminar on Building Capacities for Fighting TransnationalOrganized Crime, held in Bangkok on 20 and 21 March 2000,Deeply concerned by the negative economic and social implications relatedto organized criminal activities, and convinced <strong>of</strong> the urgent need to strengthencooperation to prevent and combat such activities more effectively at the national,regional and international levels,Noting with deep concern the growing links between transnational organizedcrime and terrorist crimes, taking into account the Charter <strong>of</strong> the UnitedNations and the relevant resolutions <strong>of</strong> the General Assembly,8A/C.3/51/7, annex.
