If that provision proved inapplicable or insufficient in respect <strong>of</strong> the particular needs <strong>of</strong> thesubject matter <strong>of</strong> <strong>this</strong> protocol, the article would require further elaboration.2Replacement <strong>of</strong> the word “forfeit” with the words “require forfeit <strong>of</strong>” was suggested by the United Kingdom <strong>of</strong> GreatBritain and Northern Ireland.
