582 Travaux préparatoires: United Nations Convention against Transnational Organized Crimein addition to a system <strong>of</strong> procedures for applying them, is essential to the prevention<strong>of</strong> illicit international trafficking in firearms, their parts and components andammunition,“(h) Recognizing that States have developed different cultural and historical usesfor firearms, and that the purpose <strong>of</strong> enhancing international cooperation to eradicateillicit transnational trafficking in firearms is not intended to discourage or diminishlawful leisure or recreational activities such as travel or tourism for sport shooting,hunting and other forms <strong>of</strong> lawful ownership and use <strong>of</strong> firearms that are recognizedby the States Parties,“(i) Recalling that States Parties to the present Protocol have their own domesticlaws and regulations on firearms, ammunition and other related materials and recognizingthat <strong>this</strong> Protocol does not commit the States Parties to enact legislation orregulations pertaining to firearm ownership, possession or trade <strong>of</strong> a wholly domesticnature and that the States Parties will apply those laws and regulations in a mannerconsistent with <strong>this</strong> Protocol,“Have agreed as follows:”Rolling text (A/AC.254/4/Add.2/Rev.1)“Revised draft Protocol against the Illicit Manufacturing <strong>of</strong> and Trafficking inFirearms, Ammunition and Other Related Materials, Supplementary to the UnitedNations Convention against Transnational Organized Crime“The States Parties to the present Protocol,“Option 1“(a) Bearing in mind that freedom from the fear <strong>of</strong> crime is fundamental tointernational cooperation and to the sustainable development <strong>of</strong> States and that internationalillicit trafficking in and criminal misuse <strong>of</strong> firearms have a harmful effecton the security <strong>of</strong> each State and endanger the well-being <strong>of</strong> peoples and their socialand economic development,“Option 2 1“(a) Aware <strong>of</strong> the urgent need to prevent, combat and eradicate the illicit manufacturing<strong>of</strong> and trafficking in firearms, ammunition, explosives and other relatedmaterials, owing to the harmful effects <strong>of</strong> those activities on the security <strong>of</strong> each Stateand the region as a whole, endangering the well-being <strong>of</strong> peoples, their social andeconomic development and their right to live in peace,“Option 1“(b) Concerned by the [increase], 2 at the international level, in the illicit manufacturing<strong>of</strong> and trafficking in firearms, ammunition [, explosives] 3 and other relatedmaterials and by the serious problems resulting therefrom,1Alternative proposed by Mexico (see A/AC.254/5/Add.1 and Corr.1).2The United Kingdom <strong>of</strong> Great Britain and Northern Ireland proposed replacing the word “increase” with either theword “occurrence” or the words “indications <strong>of</strong> an increase” (see A/AC.254/5/Add.1 and Corr.1).3Addition proposed by Mexico (see A/AC.254/5/Add.1 and Corr.1).
