At the end of paragraph 1, add the following words: ‘and, where suchagreements or arrangements already exist, amending them with a view to giving effectto this Convention.’“Paragraph 2“2. In subparagraph 2 (a), replace the words ‘To establish and maintain channelsof communication’ by the words ‘To enhance and, where necessary, to establishchannels of communication’.“Paragraph 3“3. In subparagraph 3 (b), replace the words ‘Exchange information in accordancewith their national law’ by the words ‘Exchange information and process criminalintelligence using, where appropriate, arrangements provided by the InternationalCriminal Police Organization’.11One delegation noted the need to ensure the confidentiality of any information exchanged on the basis of thissubparagraph.12Some delegations stressed the need for further consideration of this paragraph and one delegation proposed its deletion,on the grounds that it imposed significant financial obligations on States parties. It was suggested that the paragraphshould be reformulated so that the measures envisaged would be discretionary.13One delegation proposed the deletion of the words appearing in square brackets.14One delegation noted that these measures should be considered also in connection with other types of offences.
