Some delegations noted that retaining paragraph 3 wouldmake <strong>this</strong> paragraph redundant.6Some delegations proposed the deletion <strong>of</strong> <strong>this</strong> paragraph on the grounds that it could allow the assertion <strong>of</strong> extraterritorialjurisdiction. Other delegations pointed out that the paragraph was based on language contained in the 1988Convention (article 4, paragraph 3).7Several delegations suggested that <strong>this</strong> paragraph required clarification. One delegation proposed that the words “coordinatetheir actions” should be amended to read “cooperate”. Other delegations were <strong>of</strong> the view that the language <strong>of</strong> <strong>this</strong>paragraph was too obligatory and should be modified.8One delegation noted that <strong>this</strong> paragraph should be clarified in respect <strong>of</strong> which State party had the notification obligation,and under what circumstances.
