Article 10 401“(b) The types <strong>of</strong> <strong>document</strong>ation that individuals have used or attempted 8 to useto cross an international border for the purpose <strong>of</strong> trafficking in persons; 9 and“(c) The methods and means used by organized criminal groups for traffickingin persons, including the recruitment and transportation <strong>of</strong> victims, routes and linksbetween and among individuals and groups engaged in such trafficking, and the possiblemeasures for detecting them. 10“2. States Parties shall provide or strengthen training to prevent trafficking inpersons for law enforcement, immigration and other relevant <strong>of</strong>ficials. The trainingshould focus on methods used in preventing such trafficking, prosecuting the traffickersand protecting the rights <strong>of</strong> the victims, including protecting the victims fromthe traffickers. The training should also take into account the need to consider humanrights, and child- and gender-sensitive issues and it should encourage cooperationwith non-governmental organizations, other relevant organizations and other elements<strong>of</strong> civil society. 11 ”Notes by the Secretariat6. At its eleventh session, the Ad Hoc Committee considered, finalized and approvedarticle 7, as amended on the basis <strong>of</strong> two proposals submitted by Cuba, Mexico and theNetherlands (A/AC.254/L.244) and Canada (A/AC.254/5/Add.29). The last amendmentsare reflected in the final text <strong>of</strong> the protocol, as included in the report <strong>of</strong> the Ad HocCommittee (A/55/383, sect. IV, draft resolution, annex II), that was submitted to theGeneral Assembly for adoption pursuant to resolution 54/126 <strong>of</strong> 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex II)Article 10Information exchange and training1. <strong>La</strong>w enforcement, immigration or other relevant authorities <strong>of</strong> StatesParties shall, as appropriate, cooperate with one another by exchanging information,in accordance with their domestic law, to enable them to determine:(a) Whether individuals crossing or attempting to cross an internationalborder with travel <strong>document</strong>s belonging to other persons or without travel <strong>document</strong>sare perpetrators or victims <strong>of</strong> trafficking in persons;(b) The types <strong>of</strong> travel <strong>document</strong> that individuals have used or attempted touse to cross an international border for the purpose <strong>of</strong> trafficking in persons; and8The translation <strong>of</strong> the word “attempt” into Arabic would be reviewed in conjunction with the preparation <strong>of</strong> a glossary<strong>of</strong> terms.9At the ninth session <strong>of</strong> the Ad Hoc Committee, there was a lengthy discussion about whether to refer to exchanginginformation about the misuse <strong>of</strong> “valid” travel <strong>document</strong>s as well as altered or falsified ones. As a compromise, <strong>this</strong>text was agreed to.10This text was agreed to at the ninth session <strong>of</strong> the Ad Hoc Committee, based on former subparagraphs (c) and (d),with amendments. One delegation further proposed a reference to language training.11At the ninth session <strong>of</strong> the Ad Hoc Committee, paragraph 2 was agreed to, with several amendments. The referenceto “human rights and child- and gender-sensitive issues” was added and the reference to non-governmental organizationsand civil society was made consistent with the wording <strong>of</strong> article 10, paragraph 3.
