Article 10 517“(b) The identity and methods <strong>of</strong> organizations or criminal associations knownto be or suspected <strong>of</strong> being engaged in the smuggling <strong>of</strong> migrants;“(c) The authenticity and proper form <strong>of</strong> travel <strong>document</strong>s issued by a StateParty and advice concerning the theft or related misuse <strong>of</strong> blank travel or identity<strong>document</strong>s;“(d) Means and methods <strong>of</strong> concealment and transportation <strong>of</strong> persons, theunlawful alteration, reproduction, acquisition or other misuse <strong>of</strong> travel or identity <strong>document</strong>sused in the smuggling <strong>of</strong> migrants and ways <strong>of</strong> detecting them;“(e) Legislative experiences, practices and measures to prevent, combat anderadicate the smuggling <strong>of</strong> migrants; and“(f) Relevant scientific and technological information useful to law enforcement,so as to enhance each other’s ability to prevent, detect and investigate thesmuggling <strong>of</strong> migrants and to prosecute those involved.”Notes by the Secretariat3. At the eleventh session <strong>of</strong> the Ad Hoc Committee, delegations based their commentson the text <strong>of</strong> article 10 <strong>of</strong> the revised draft protocol contained in <strong>document</strong>A/AC.254/4/Add.1/Rev.6, which was the same as that contained in <strong>document</strong>A/AC.254/4/Add.1/Rev.5, except that in paragraph 3, the phrase “in conformity withtheir respective national laws and applicable treaties or arrangements” was replaced withthe phrase “in conformity with their respective domestic law and applicable treaties,agreements or arrangements”.4. At its eleventh session, the Ad Hoc Committee considered, finalized and approvedarticle 10, as amended. It was decided that paragraphs 1 and 2 should be moved to article11 on prevention (see note 3 by the Secretariat concerning article 15 <strong>of</strong> the protocol).In former paragraph 3, which became paragraph 1, it was decided that the following phrase,based on a proposal submitted by Germany (see A/AC.254/5/Add.27), should be added:“In particular those with common borders or located on routes along which migrants aresmuggled”. In addition, there was agreement to replace in the same paragraph the phrase“in conformity with their respective domestic law and applicable treaties, agreements orarrangements” with the phrase “consistent with their respective domestic legal and administrativesystems” (as proposed by the United States). Furthermore, a new paragraph onrestrictions on the use <strong>of</strong> information was added on the basis <strong>of</strong> a proposal submitted byViet Nam in order to make the article consistent with the corresponding article 10 <strong>of</strong> thetrafficking in persons protocol. The last amendments are reflected in the final text <strong>of</strong> theprotocol, as included in the report <strong>of</strong> the Ad Hoc Committee (A/55/383, sect. IV, draftresolution, annex III), that was submitted to the General Assembly for adoption pursuantto resolution 54/126 <strong>of</strong> 17 December 1999.
