Urges all States to sign and ratify the Convention [and the protocols thereto]2 as soon as possible in order to ensure the speedy entry into force <strong>of</strong> the Convention[and the protocols thereto] 2 ;“[4. Decides that, until the Conference <strong>of</strong> the Parties to the Convention establishedpursuant to the Convention decides otherwise, the account referred to in article21 bis <strong>of</strong> the Convention will be operated within the United Nations CrimePrevention and Criminal Justice Fund, and encourages Member States to begin makingadequate voluntary contributions to the above-mentioned account for the provisionto developing countries and countries with economies in transition <strong>of</strong> thetechnical assistance that they might require for [preparation for the ratification <strong>of</strong> theConvention and] implementation <strong>of</strong> the Convention and the protocols thereto, includingfor the measures needed for that implementation]; 1“[5. Decides also that the Ad Hoc Committee on the Elaboration <strong>of</strong> aConvention against Transnational Organized Crime will complete its tasks arisingfrom the elaboration <strong>of</strong> the Convention by holding a meeting well before the convening<strong>of</strong> the first session <strong>of</strong> the Conference <strong>of</strong> the Parties, in order to prepare thedraft text <strong>of</strong> the rules <strong>of</strong> procedure for the Conference <strong>of</strong> the Parties and other rulesdescribed in article 23, paragraph 2, <strong>of</strong> the Convention, which will be communicatedto the Conference <strong>of</strong> the Parties [at its first session] for consideration and action;] 3“6. Requests the Secretary-General to designate the Centre for <strong>International</strong>Crime Prevention <strong>of</strong> the Office for Drug Control and Crime Prevention <strong>of</strong> theSecretariat to serve as the secretariat for and under the direction <strong>of</strong> 4 the Conference<strong>of</strong> the Parties;“7. Also requests the Secretary-General to provide the Centre for <strong>International</strong>Crime Prevention with the resources necessary to enable it to promote in an effectivemanner the expeditious entry into force <strong>of</strong> the Convention and to discharge thefunctions <strong>of</strong> secretariat <strong>of</strong> the Conference <strong>of</strong> the Parties [and to support the Ad HocCommittee in its work pursuant to paragraph 5 above] 2 .”Amendments to the draft resolution (A/AC.254/L.224) submitted by Egypt(A/AC.254/L.232)1. Egypt proposed adding the following paragraphs after the fourth preambularparagraph:“Recalling the Naples Political Declaration and Global Action Plan againstOrganized Transnational Crime, adopted by the World Ministerial Conferenceon Organized Transnational Crime, held in Naples, Italy, from 21 to 23 November1994, 5 resolution 4 on the links between terrorist crimes and transnational organizedcrime, adopted by the Ninth United Nations Congress on the Prevention <strong>of</strong>Crime and the Treatment <strong>of</strong> Offenders, held in Cairo from 29 April to 8 May1995, 6 and the Vienna Declaration on Crime and Justice: Meeting the Challenges3Proposal submitted by China (see A/AC.254/L.228).4The European Union proposed that the words “at the direction <strong>of</strong>” should be replaced by the words “under the direction<strong>of</strong>” (see A/AC.254/L.231).5See A/49/748, annex.6See A/CONF.169/16.
