Part One. Article 32 273“2. The Conference <strong>of</strong> the Parties shall convene not later than one year followingthe entry into force <strong>of</strong> the Convention. The first task <strong>of</strong> the Conference willbe to agree upon and adopt rules <strong>of</strong> procedure and rules governing payment <strong>of</strong> expensesincurred in carrying out the activities described in paragraph 3 <strong>of</strong> <strong>this</strong> article.“3. The Conference <strong>of</strong> the Parties shall agree upon mechanisms for accomplishingthe following objectives:“(a) Mobilizing and focusing financial resources for activities by States Partiesunder articles 21 and 22 <strong>of</strong> <strong>this</strong> Convention;“(b) Facilitating the exchange <strong>of</strong> information among States Parties on patterns andtrends in transnational organized crime and on successful practices for combating it;“(c) Cooperating with relevant international and non-governmental organizations;“(d) Considering and adopting periodic reports assessing implementation byStates Parties;“(e) Ensuring that States Parties provide the information needed for such periodicreports by submitting national reports, enabling visits to States Parties by expertevaluation teams and taking any other measures consistent with international law;“(f) Making recommendations to improve the Convention and its implementation;“(g)Performing any other functions consistent with <strong>this</strong> Convention.”Proposal submitted by a working group chaired by Argentina (A/AC.254/L.122)“Article 23“Conference <strong>of</strong> the Parties to the Convention“1. A Conference <strong>of</strong> the Parties to the Convention is hereby established toimprove the capacity <strong>of</strong> States Parties to combat transnational organized crime andto promote and monitor the implementation <strong>of</strong> the Convention.“2. The Conference <strong>of</strong> the Parties shall convene not later than one year followingthe entry into force <strong>of</strong> the Convention. The first task <strong>of</strong> the Conference willbe to agree upon and adopt rules <strong>of</strong> procedure and rules governing the activitiesdescribed in paragraphs 3 and 4 <strong>of</strong> <strong>this</strong> article (including rules concerning payment<strong>of</strong> expenses incurred in carrying out those activities).“3. The Conference <strong>of</strong> the Parties shall agree upon mechanisms for accomplishingthe following objectives:“(a) Facilitating activities by States Parties under articles 21 and 22 <strong>of</strong> <strong>this</strong>Convention, including by mobilizing voluntary contributions;“(b) Facilitating the exchange <strong>of</strong> information among States Parties on patterns andtrends in transnational organized crime and on successful practices for combating it;“(c) Cooperating with relevant international and non-governmental organizations;“(d) Considering and adopting periodic reports assessing implementation byStates Parties;“(e) Making recommendations to improve the Convention and its implementation;“(f)Performing any other functions consistent with the Convention.
