Deleted articles 735Rolling text (A/AC.254/4/Add.2/Rev.5)Eighth session: 21 February-3 March 2000“[Article 15 bis“Establishment <strong>of</strong> a focal point“In order to attain the objectives <strong>of</strong> <strong>this</strong> Protocol, the States Parties shall establisha focal point within [the Secretariat <strong>of</strong> the United Nations] responsible for:“(a) Promoting the exchange <strong>of</strong> information provided for under <strong>this</strong> Protocol;“(b) Facilitating the exchange <strong>of</strong> information on domestic legislation and administrativeprocedures <strong>of</strong> the States Parties, including relevant international instrumentsor agreements on matters related to <strong>this</strong> Protocol;“(c) Encouraging cooperation between national liaison authorities to detectsuspected illicit exports and imports <strong>of</strong> firearms, their parts and components andammunition;“(d) Promoting training and the exchange <strong>of</strong> knowledge and experiences amongStates Parties and technical assistance between States Parties and relevant internationalorganizations, as well as research on matters related to <strong>this</strong> Protocol;“(e) Requesting from States not Parties to <strong>this</strong> Protocol, when appropriate, informationon the illicit manufacturing <strong>of</strong> and trafficking in firearms, their parts andcomponents and ammunition;“(f) Promoting measures to facilitate the application <strong>of</strong> <strong>this</strong> Protocol;“(g) Establishing a mechanism to monitor compliance with Security Councilembargoes on arms transfers;“(h) Establishing a database for consultation among States Parties on the illicitmanufacturing <strong>of</strong> and trafficking in firearms, their parts and components and ammunition,including those seized, confiscated or forfeited;“(i) Disseminating information to the general public on matters related to <strong>this</strong>Protocol;“(j) Coordinating international efforts, in particular among relevant internationalorganizations, to combat the illicit manufacturing <strong>of</strong> and trafficking in firearms, theirparts and components and ammunition.]”Notes by the Secretariat15. At its eleventh session, the Ad Hoc Committee agreed that <strong>this</strong> article shouldbe deleted as it overlapped with article 32 <strong>of</strong> the convention and on the understanding thatthe provisions <strong>of</strong> the convention would apply mutatis mutandis to the protocol (seearticle 1 <strong>of</strong> the present protocol).
