Article 32 271“(a) Adopt periodic reports evaluating implementation by States Parties andadopt and issue reports on its own activities;“(b) Promulgate procedures for assessing the level <strong>of</strong> implementation by StatesParties (including with respect to submission <strong>of</strong> information by the Party being evaluated,the formation <strong>of</strong> evaluation teams made up <strong>of</strong> experts from States Parties tovisit that Party and preparation <strong>of</strong> a preliminary evaluation for consideration by theCommittee, and the discussion and adoption <strong>of</strong> the final evaluation report) and forcarrying out its other functions.“3. Meetings <strong>of</strong> the Committee shall be held at [insert location] once a yearor, where circumstances require, in special session. They shall be held in camera.“4. Every effort shall be made to reach decisions by consensus in theCommittee. If consensus cannot be reached, decisions on substantive matters must beapproved by a two-thirds majority <strong>of</strong> those States Parties present and voting, an absolutemajority <strong>of</strong> States Parties constituting a quorum, while decisions on proceduralmatters shall be taken by a simple majority <strong>of</strong> those States Parties present and voting.“5. Expenses incurred in conjunction with the work <strong>of</strong> the Committee shall bepaid from assessed contributions made by States Parties and voluntary contributionsfrom Governments, international organizations, individuals, corporations and otherentities, in accordance with relevant criteria adopted by the Committee.”Notes by the Secretariat1. Options 1 and 2, as reflected in <strong>document</strong> A/AC.254/4, were maintained in<strong>document</strong> A/AC.254/4/Rev.1, with the addition <strong>of</strong> the following third option:“Option 3 7 “Article 23“Conference <strong>of</strong> the Parties to the Convention“1. A Conference <strong>of</strong> the Parties to <strong>this</strong> Convention is hereby established.“2. The Conference, as the supreme body <strong>of</strong> <strong>this</strong> Convention, shall keep underregular review the implementation <strong>of</strong> the Convention and any legal instruments relatedto the Convention and shall make, within its mandate, the decisions necessary topromote the effective monitoring and implementation <strong>of</strong> the Convention. To <strong>this</strong> end,the Conference shall:“(a) Periodically examine the obligations <strong>of</strong> the Parties and the institutionalarrangements under the Convention, in the light <strong>of</strong> the objectives <strong>of</strong> the Convention,the experience gained in its implementation and the evolution <strong>of</strong> scientific andtechnological knowledge;“(b) Promote and facilitate the exchange <strong>of</strong> information on measures adoptedby the Parties to counter transnational organized crime;7Option 3 was a proposal <strong>of</strong> Austria, intended to replace options 1 and 2 <strong>of</strong> article 23. It was submitted during thefirst session <strong>of</strong> the Ad Hoc Committee and preliminarily discussed. Austria also submitted explanatory notes on option 3 ina non-paper (see A/AC.254/5/Add.3). Further to the proposed new article 23, Austria suggested the insertion in the draftconvention <strong>of</strong> two new articles, i.e. article 22 ter (see footnote 8 below) and article 23 bis dealing with the secretariat <strong>of</strong>the conference <strong>of</strong> the parties to the convention proposed in article 23 (see article 33 <strong>of</strong> the convention).
