Recommends that the Ad Hoc Committee established by the GeneralAssembly in its resolution 51/210 <strong>of</strong> 17 December 1996, which is beginning its deliberationswith a view to developing a comprehensive convention on international terrorism,pursuant to Assembly resolution 54/110 <strong>of</strong> 9 December 1999, should takeinto consideration the provisions <strong>of</strong> the United Nations Convention againstTransnational Organized Crime;“8. Urges all States and regional economic organizations to sign and ratify theUnited Nations Convention against Transnational Organized Crime and the protocolsthereto as soon as possible in order to ensure the speedy entry into force <strong>of</strong> theConvention and the protocols thereto;“9. Decides that, until the Conference <strong>of</strong> the Parties to the Convention establishedpursuant to the United Nations Convention against Transnational OrganizedCrime decides otherwise, the account referred to in article 30 <strong>of</strong> the Convention willbe operated within the United Nations Crime Prevention and Criminal Justice Fund,and encourages Member States to begin making adequate voluntary contributions tothe above-mentioned account for the provision to developing countries and countrieswith economies in transition <strong>of</strong> the technical assistance that they might require forimplementation <strong>of</strong> the Convention and the protocols thereto, including for the preparatorymeasures needed for that implementation;“10. Decides also that the Ad Hoc Committee on the Elaboration <strong>of</strong> aConvention against Transnational Organized Crime will complete its tasks arisingfrom the elaboration <strong>of</strong> the United Nations Convention against TransnationalOrganized Crime by holding a meeting well before the convening <strong>of</strong> the first session<strong>of</strong> the Conference <strong>of</strong> the Parties to the Convention, in order to prepare the draft text<strong>of</strong> the rules <strong>of</strong> procedure for the Conference <strong>of</strong> the Parties and other rules and mechanismsdescribed in article 32 <strong>of</strong> the Convention, which will be communicated to theConference <strong>of</strong> the Parties at its first session for consideration and action;“11. Requests the Secretary-General to designate the Centre for <strong>International</strong>Crime Prevention <strong>of</strong> the Office for Drug Control and Crime Prevention to serve asthe secretariat for and under the direction <strong>of</strong> the Conference <strong>of</strong> the Parties to theConvention;12. Also requests the Secretary-General to provide the Centre for <strong>International</strong>Crime Prevention with the resources necessary to enable it to promote in an effectivemanner the expeditious entry into force <strong>of</strong> the United Nations Convention againstTransnational Organized Crime and to discharge the functions <strong>of</strong> secretariat <strong>of</strong> theConference <strong>of</strong> the Parties to the Convention and to support the Ad Hoc Committeein its work pursuant to paragraph 10 above.”Notes by the Secretariat2. At its tenth session, the Ad Hoc Committee approved the revised draft resolution,as orally amended, by which the General Assembly would adopt the convention, on theunderstanding that, at its eleventh session, the Ad Hoc Committee would finalize the text<strong>of</strong> the draft resolution in order to take into account the results <strong>of</strong> that session with respectto the draft protocols, and submit it to the General Assembly for consideration and actionat its fifty-fifth session (see A/55/383, para. 81). Also at its eleventh session, the Ad HocCommittee decided to include in the draft resolution two paragraphs in which the Assembly
