Each State Party shall establish or maintain an effective system <strong>of</strong> exportand import licensing or authorization, as well as <strong>of</strong> measures on international transit,for the transfer <strong>of</strong> firearms, their parts and components and ammunition.“2. Before issuing export licences or authorizations for shipments <strong>of</strong> firearms,their parts and components and ammunition, each State Party shall verify:“(a) That the importing States have issued import licences or authorizations;and“(b) That, without prejudice to bilateral or multilateral agreements or arrangementsfavouring landlocked States, the transit States have, at a minimum, given noticein writing, prior to shipment, that they have no objection to the transit.“3. The export and import licence or authorization and accompanying <strong>document</strong>ationtogether shall contain information that, at a minimum, shall include theplace and the date <strong>of</strong> issuance, the date <strong>of</strong> expiration, the country <strong>of</strong> export, the country<strong>of</strong> import, the final recipient, a description and the quantity <strong>of</strong> firearms, their partsand components and ammunition and, whenever there is transit, the countries <strong>of</strong> transit.The information contained in the import licence must be provided in advance tothe transit States.“4. The importing State Party shall, upon request, inform the exporting StateParty <strong>of</strong> the receipt <strong>of</strong> the dispatched shipment <strong>of</strong> firearms, their parts and componentsor ammunition.“5. Each State Party shall, within available means, take such measures as maybe necessary to ensure that licensing or authorization procedures are secure and thatthe authenticity <strong>of</strong> licensing or authorization <strong>document</strong>s can be verified or validated.“6. States Parties may adopt simplified procedures for the temporary importand export and the transit <strong>of</strong> firearms, their parts and components and ammunitionfor verifiable lawful purposes such as hunting, sport shooting, evaluation, exhibitionsor repairs.”Notes by the Secretariat5. At its eleventh session, the Ad Hoc Committee considered and finalized article11 <strong>of</strong> the draft protocol without further amendment. It was placed together with articles 8to 10, 12, 14 and 15 <strong>of</strong> the draft protocol into one chapter entitled “Prevention”, on thebasis <strong>of</strong> the proposals made by the Chairman <strong>of</strong> the Ad Hoc Committee (seeA/AC.254/4/Add.2/Rev.6, annex, para. 1). The article was approved at the twelfth session<strong>of</strong> the Ad Hoc Committee (see the final text <strong>of</strong> the protocol, as included in the report <strong>of</strong>the Ad Hoc Committee (A/55/383/Add.2, sect. III, draft resolution, annex), that was submittedto the General Assembly for adoption pursuant to resolutions 54/126 <strong>of</strong> 17 December1999 and 55/25 <strong>of</strong> 15 November 2000).
