States Parties shall assist one another in planning and implementingresearch and training programmes designed to share expertise in the areas referred toin paragraph 1 <strong>of</strong> <strong>this</strong> article and, to <strong>this</strong> end, shall also, when appropriate, use regionaland international conferences and seminars to promote cooperation and to stimulatediscussion on problems <strong>of</strong> mutual concern, including the special problems andneeds <strong>of</strong> transit States.“3. States Parties shall promote training and technical assistance that will facilitateextradition and mutual legal assistance. Such training and technical assistancemay include language training, secondments and exchanges between personnel incentral authorities or agencies with relevant responsibilities.“4. In the case <strong>of</strong> existing bilateral and multilateral agreements, States Partiesshall strengthen, to the extent necessary, efforts to maximize operational and trainingactivities within international and regional organizations and within other relevantbilateral and multilateral agreements or arrangements.”Notes by the Secretariat3. At its tenth session, the Ad Hoc Committee considered, finalized and approvedarticle 21, as last amended. The addition <strong>of</strong> the phrase “and to the extent permitted bydomestic law” in paragraph 1 was proposed by Brazil. The phrase “import and export” insubparagraph 1 (c) was replaced by the word “movement” on the basis <strong>of</strong> a proposal submittedby Burundi. The last amendments are reflected in the final text <strong>of</strong> the convention,as included in the report <strong>of</strong> the Ad Hoc Committee (A/55/383, sect. IV, draft resolution,annex I), that was submitted to the General Assembly for adoption pursuant to resolution54/126 <strong>of</strong> 17 December 1999.B. Approved text adopted by the General Assembly(see resolution 55/25, annex I)Article 29Training and technical assistance1. Each State Party shall, to the extent necessary, initiate, develop orimprove specific training programmes for its law enforcement personnel, includingprosecutors, investigating magistrates and customs personnel, and other personnelcharged with the prevention, detection and control <strong>of</strong> the <strong>of</strong>fences coveredby <strong>this</strong> Convention. Such programmes may include secondments and exchanges<strong>of</strong> staff. Such programmes shall deal, in particular and to the extent permitted bydomestic law, with the following:(a) Methods used in the prevention, detection and control <strong>of</strong> the <strong>of</strong>fencescovered by <strong>this</strong> Convention;(b) Routes and techniques used by persons suspected <strong>of</strong> involvement in<strong>of</strong>fences covered by <strong>this</strong> Convention, including in transit States, and appropriatecountermeasures;(c) Monitoring <strong>of</strong> the movement <strong>of</strong> contraband;
