At the fifth session <strong>of</strong> the Ad Hoc Committee, Japan proposed that article VIshould be amended to read as follows (see A/AC.254/L.94):“Each State Party shall adopt such measures as may be necessary to establishits jurisdiction over the <strong>of</strong>fences established in article V <strong>of</strong> <strong>this</strong> Protocol. Article 9<strong>of</strong> the Convention shall apply mutatis mutandis to the <strong>of</strong>fences established pursuantto <strong>this</strong> Protocol”.9. States Parties shall cooperate in formulating programmes for the exchange<strong>of</strong> experiences and training among competent <strong>of</strong>ficials and shall provide each otherassistance to facilitate access to equipment or technology proven to be effective inefforts to implement <strong>this</strong> Protocol.“2. States Parties shall cooperate with each other and with competent internationalorganizations, as appropriate, to ensure that there is adequate training <strong>of</strong> personnelin their territories to prevent, combat and eradicate the illicit manufacturing<strong>of</strong> and trafficking in firearms, ammunition and other related materials. The subjectscovered in such training shall include, inter alia:“(a)materials;Identification and tracing <strong>of</strong> firearms, ammunition and other related“(b) Gathering <strong>of</strong> intelligence, especially concerning the identification <strong>of</strong> personsengaged in the illicit manufacturing <strong>of</strong> and trafficking in firearms, ammunitionand other related materials, the methods <strong>of</strong> shipment used and the means <strong>of</strong> concealmentused; and“(c) Improvement <strong>of</strong> the efficiency <strong>of</strong> personnel responsible for searching forand detecting, at conventional and non-conventional points <strong>of</strong> entry and exit, illicitlytrafficked firearms, ammunition and other related materials.”
